    Get your documents ready:

    When you apply, you should submit 

    • the letter of acceptance from the designated learning institution (DLI) you’ll be attending
    • a provincial attestation letter (PAL) or territorial attestation letter (TAL)
      • You can upload your PAL/TAL into the Provincial attestation letter (required) field in your application. If this option is missing, you must upload your PAL/TAL to the Client information field. If you meet an exception, you must provide any evidence in the Client information field.
    • as many of the documents needed for a complete application as possible
      • We won’t be able to finalize your study permit until you’ve submitted a complete application.
      • Waiting to submit documents will cause delays in processing.
    • Apply online

    If you’re applying for a study permit, you must apply online, whether you’re outside of Canada or already in Canada.

    You’re only eligible to apply on paper if you

    • have a disability that prevents you from applying online
    • hold an identity or travel document for non-national residents, refugees or stateless persons

    In Canada study permit applicants: New rules about applying at a port of entry

    Most foreign nationals already in Canada can no longer apply for a study permit at a port of entry. You must apply online for

    • your initial study permit
    • your study permit extension

    If you’re outside of Canada, you may still be eligible to apply for a study permit when you arrive at a port of entry.

    If you’re in Canada and leave as a student on maintained status, you’ll lose your ability to study when you return. This means you can’t study until your application is approved.


    Eligibility Requirements:

    You can come to Canada to study if you

    • are enrolled at a DLI
    • prove you have enough money to pay for
      • your tuition fees
      • living expenses for yourself and any family members who come with you to Canada and
      • return transportation for yourself and any family members who come with you to Canada
    • obey the law, have no criminal record and get a police certificate (if required)
    • are in good health and get a medical exam (if required) and
    • prove to an officer that you will leave Canada when your study permit expires


    Your Responsibilities as a student:

    While studying in Canada you must

    • make progress towards completing your program
    • respect any conditions listed on your study permit
    • stop studying if you no longer meet the requirements

    Depending on your case, there may be conditions on your study permit such as

    • if you’re allowed to work in Canada
    • the specific date you must leave Canada
    • where you can study (a specific DLI listed on your permit)
      • You need to follow our instructions if you want to change schools at the post-secondary level.
    • whether you need an immigration medical examination


     

    Who is Eligible:

    To come to Canada as a refugee, you must be referred. The United Nations Refugee Agency (UNHCR), a designated referral organization, or a private sponsorship group can refer you. You cannot apply directly to us as a refugee.

    To be referred, you must fall into one of these two refugee classes.


    1) Convention refugee abroad class

    You may be in this class if you:

    • are outside your home country,
    • cannot return there due to a well-founded fear of persecution based on
      • race
      • religion
      • political opinion
      • nationality, or
      • membership in a particular social group. Examples: gender, sexual orientation, etc.

    Convention refugees can be sponsored by:

    • the Government of Canada (government-assisted refugees),
    • a group of people or an organization (privately sponsored refugees), or
    • a mix of both (blended visa office-referred refugees).

    You can also be a Convention refugee if you have the funds needed to support yourself and your family after you arrive in Canada. You will still need the UNHCR, a referral organization, or a private sponsorship group to refer you.


    2) Country of Asylum Class

    You may be in this class if you:

    • are outside your home country, or the country where you normally live, and
    • have been seriously affected by civil war or armed conflict, or
    • have been denied basic human rights on an ongoing basis.

    Country of asylum class refugees can be privately sponsored. You can also be in this class if you have the funds you need to support yourself and your family after you arrive in Canada. You will still need the UNHCR, a referral organization, or a private sponsorship group to refer you.


      

    In Canada work permit applicants: new rules about applying at a port of entry

    If you’re in Canada and leave as a worker on maintained status, you’ll lose your ability to work when you return. This means you can’t work until your application is approved.
